Rachel Mae Cartmell, MD, MPP, MS

Resident Physician

Dr. Cartmell joined the Department of Family Medicine in 2023. She is a resident physician in training at the Family Medicine Clinic – Island East. Dr. Cartmell earned her Bachelor of Science in biology at Texas Christian University.  Dr. Cartmell then attended The University of Texas at Arlington where she completed a Master's of Public Policy as well as a Master's of Science in Biology.  Dr. Cartmell earned her Doctorate of Medicine from UTMB Health's John Sealy School of Medicine in Galveston, Texas.

Dr. Cartmell is certified in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), and Pediatric Advanced Life Support (PALS).

Dr. Cartmell's academic and clinical interests include patient advocacy as well as community development .

A PERSONAL NOTE FROM DR. CARTMELL

Hi! My name is Rachel Cartmell. Since I was a little girl, I wanted to change the world. Over the span of building my career, this has become a goal of becoming a Family Medicine doctor that can work to help my fellow community members by advocating for their needs and building/empowering programs to help meet those needs. This is why I studied for my Master of Public Policy alongside my Master of Biology.

I went to medical school at UTMB and fell in love with the island and island lifestyle. I enjoy going to all the island festivals as well as the Houston rodeo, walking my elderly dog at the beach, taking the ferry to Crystal beach, and collecting seashells. 

I was born and raised in Dallas; all of my family is from Oklahoma. I am mixed Native American and white and am very proud of my heritage. I went to undergraduate at Texas Christian University and graduate school at UT Arlington before moving to the island.
